1. Editorial This issue of EuNetNews should reach you just before you set off for our annual meeting at Salzburg - and we are well aware it is the first issue since the same time last year. The main reason for the silence intervening may be the relative lack of news - at any rate news reaching your editorial team. But with a new board taking office at Salzburg and the permanent representative well established, EuNet does now have the infrastructure to ciommunicate better within the network. We shall be asking the new board to make sure that the editors receive news from the fulcrum of the network whenever there is any. Otherwise this cannot be a newsletter. The same goes for member institutions. Please keep us informed in course of the year - about your news, plans, projects, personalia and of course opinions. Don't wait to be asked! And you can always invite us, for the benefit of network colleagues, to take a more detailed look at your institution. That way EuNetNews can both be more regular and more vibrant. Remember we can deal with text in various languages - including German, even though we do not have time to translate material in English into German and have to rely on others to do that. (Volunteers always appreciated, since this is not supposed to be a one-language communication. If not, as you can see, some material will be in German as well as English - but not all.) For our part, we undertake in return to produce rather more editions of the newsletter in the coming year - based both on the information we find out and the information you supply! 2. EuNet website Since the beginning of July this year EuNet's internet presence (www.european-net.org) has been completely redesigned as to the graphics - and the content has been overhauled also. Our network's new www presence can after three months be rated as quite successful. Approximately 20 000 visitors per month find their way on our website - excluding automatic search machine enquiries. In re-crafting the website, the following requirements seemed to us to stand out:
Finally, while programming the website, most attention was dedicated to the presentation of the members and their wide range of activities. Good reasons spoke for this decision. Some few members do not have their own internet presence. A far larger number have their own website, but want to avoid the high administrative efforts involved in promoting their activities actively and up-to-date. The solution for both cases is now the EuNet website with its extensive member presentation and the meeting calendar. Integrated on the website is the intranet - the core of the communications platform. In this password-protected, area members can update their own contact information, add to the description of their own organisation, enter their own seminars or activities on the meeting calendar or write articles for the news section and propose them for publication. In particular the opportunity to feature their own seminars, in the appropriate language(s), is a fast, uncomplicated and very effective marketing tool for our members. ---------- Seit Anfang Juli diesen Jahres verfügt EUNET über einen inhaltlich und grafisch vollständig überarbeitenden Internetauftritt (www.european-net.org). Die neue Darstellung unseres Netzwerkes im world-wide-web kann nach knapp drei Monaten als durchaus gelungen gewertet werden. Monatlich finden ca. 20.000 Besucher den Weg auf unsere website - automatische Suchmaschinenanfragen sind bei dieser Zahl bereits abgezogen. Bei der Konzeption der website standen vier Bereiche im Fokus der Überlegungen:
Letztendlich wurde der Darstellung der Mitglieder und dem weiten Spektrum ihrer Aktivitäten die meiste Aufmerksamkeit bei der Programmierung der website gewidmet. Gute Gründe sprachen für diese Entscheidung. Einige wenige Mitglieder verfügen nicht über einen eigenen Internetauftritt. Eine weit größere Zahl verfügt zwar über eine eigene website, scheut aber den hohen administrativen Aufwand dort aktiv und aktuell für die eigenen Veranstaltungen zu werben. Die Lösung für beide Fälle ist nun die EUNET webiste mit ihrer umfangreichen Mitgliederdarstellung und dem Veranstaltungskalender. Das auf der website integrierte INTRANET ist das Herzstück der Kommunikationsplattform. Die Mitglieder können in diesem, passwortgeschätzten, Bereich ihre eigenen Kontaktdaten ändern, die Beschreibung der eigenen Organisation ergänzen, eigene Veranstaltungen eingeben sowie Artikel für den news-Bereich verfassen und zur Veröffentlichung vorschlagen. Insbesondere die Aufnahme eigener Veranstaltungen, übrigens in jeder gewünschten Sprache, ermöglicht eine schnelle, unkomplizierte und sehr effektive Werbung für unsere Mitglieder.
3. What is an operations grant? Starting this year, EuNet is in receipt of an operations grant from the European education programme "Europe for Citizens", which is administered by the Directorate General Education and Culture of the European Commission. The grant will be renewed 2008 and 2009 - other than in the highly unlikely event of changes in the Commission's budget priorities making this impossible. The European Union assigns an operations grant with the objective of supporting the daily work of the selected organisations. With such a subsidy one can finance e.g. the operation of an office, personnel costs and meetings of the organs of the network. As the name already says, such a subsidy serves thus to support the organisation itself. Therefore no projects by EuNet or its members can be financed with this money. EuNet endeavours to support the activities of members by bringing them together so as to write and submit common project proposals. EuNet does not plan for the future to apply for project funding as EuNet. The reason for this lies in the restriction that organisations receiving an operation grant are not allowed to request the "administrative costs", usually 7%, within a project application. ---------- Was ist ein Betriebskostenzuschuss? EUNET erhält seit diesem Jahr einen Betriebskostenzuschuss aus dem europäischen Bildungsprogramm "Europa für Bürgerinnen und Bürger", welches von der Generaldirektion Bildung und Kultur der Europäischen Kommission verwaltet wird. Dieser Zuschuss wird für 2008 und 2009 mit hoher Wahrscheinlichkeit wieder zur Verfügung stehen - vorausgesetzt, das Europäische Parlament ändert die Haushaltsprioritäten nicht. Die Europäische Union vergibt einen Betriebskostenzuschuss mit dem Ziel, die tägliche Arbeit von Organisationen zu unterstützen. Mit einem solchen Zuschuss können z.B. der Betrieb eines Büros, Personalkosten und Gremiensitzungen finanziert werden. Wie der Name bereits sagt, dient ein solcher Zuschuss also der Unterstützung der Organisation selbst. Folglich können mit diesem Geld keine Projekte von EUNET oder seinen Mitgliedern finanziert werden. EUNET bemüht sich daher weiterhin Mitglieder zusammenzuführen, die gemeinsam einen Projektantrag stellen, um die Aktivitäten der Mitglieder zu unterstützen. EUNET selbst plant auch für die Zukunft keine eigenen Projektanträge zu stellen. Der Grund hierfür liegt in der Einschränkung, dass Organisation die einen Betriebskostenzuschuss erhalten in Projektanträgen die administrativen Kosten" von in der Regel 7% nicht geltend machen dürfen.
4. EuNet is growing The considerable increase in members in the past three years to currently 52 member organisations ought to continue in the coming years. Many European education and information centres have not, for various reasons, found their way into our network yet. One of these reasons is surely the membership fee. Therefore, starting from the year 2008, we will make some corrections to our membership fee system, in order to make membership and active cooperation within the network financially attractive for existing and new members. The new system will stand on two pillars. Membership fees will vary according to a member institution's financial capability - but also to the contribution it makes to EuNet's work. The details of the new membership fee system will be presented to the members at the conference in Salzburg. ---------- EUNET wächst Die beachtliche Zunahme an Mitgliedern in den vergangenen drei Jahren auf zurzeit 52 Mitgliedsorganisationen soll auch in den kommenden Jahren fortgesetzt werden. Viele europäische Bildungs- und Informationszentren haben, aus unterschiedlichen Gründen, ihren Weg in unser Netzwerk noch nicht gefunden. Einer der Gründe ist sicherlich der Mitgliedsbeitrag. Wir werden daher ab dem Jahr 2008 einige Korrekturen an unserem Beitragsystem vornehmen, um die Mitgliedschaft und aktive Mitarbeit im Netzwerk für vorhandene und neue Mitglieder finanziell attraktiv zu machen. Das neue System wird dazu auf zwei Säulen stehen. Zum einen wird sich der Mitgliedsbeitrag an der finanziellen Leistungsfähigkeit des Mitglieds orientieren, und zum anderen an der erbrachten Leistung für EUNET. Die Details des neuen Beitragsystems werden den Mitgliedern auf der Konferenz in Salzburg ausführlich erläutert.
5. Active European citizenship: Europahuset awarded Commission Gold Star
The Golden Star award for each of the projects selected was in recognition of the active participation and citizen-centred efforts demonstrated in such diverse projects as those seeking to accommodate the intercultural dialogue between different peoples or others that offer learning opportunities and awareness-raising on European integration issues. The awards are made under the "Europe for Citizens" programme, a new programme that responds to the need of enhancing citizen participation in the construction of Europe. The awarded projects seek to represent the best efforts in the field while at the same time their visibility will support and strengthen the thematic approach of the new programme. Jan Figel', the European Commissioner for Education, Training, Culture and Youth said : "I am delighted to see such engagement, involvement and mobilisation from citizens all around Europe, on so many varied issues, spanning from environmental awareness to intercultural dialogue. This dictates the clear need to maintain this permanent platform for the recognition and endorsement of projects promoting civic participation, and a continued effort on our side to reach out to an even wider public". The jury for the selection of the Golden Stars was chaired by Mr Hannu Takkula, member of the European Parliament and Vice Chairman of its Committee on Culture and Education and included representatives of the European Consultative Bodies, namely Ms Brenda King from the European Economic and Social Committee and Mr Antonio Paiva from the Committee of the Regions, and three more experts from the field of town twinning and from civil society organisations. "Our jury had the most interesting task to study a sample of quality projects attracting all possible audience across frontiers and identify among them the ones that could be used as inspiration for making Europe more tangible for its citizens" remarked Mr. Takkula. To conclude: "I was personally impressed by the accomplishments of the projects, notably the commitment to concrete common goals, the zeal of their participants and the final outcomes, and to my mind such efforts could inevitably encourage others to emulate their success and culminate to the promotion of a community of values among the people concerned". In addition to the ten winning projects, the jury decided on a special recognition to be presented to two more projects, as an encouragement to their efforts. The award ceremony will take place on 8th November 2007 in Brussels during the course of the annual Europe for Citizens Forum, hosted by the European Commission's Directorate-General Education and Culture. This year, the "Europe for Citizens" programme will support town twinning, remembrance and civil society projects, as well as European organisations in the field of active citizenship, with an annual budget of € 21,5m. Bei den äußerst vielfältigen Projekten ging es beispielsweise um die Schaffung eines Rahmens für den interkulturellen Dialog zwischen den Völkern oder um die Bereitstellung von Lernangeboten und die Sensibilisierung für Fragen der europäischen Integration. Die Verleihung der Goldenen Sterne" findet Anfang November in Brüssel statt. Die Auszeichnungen werden im Rahmen des Programms "Europa für Bürgerinnen und Bürger" vergeben. Dieses neue Programm trägt der Notwendigkeit einer verstärkten Bürgerbeteiligung am Aufbau Europas Rechnung. Die ausgewhlten Projekte stehen für herausragende Anstrengungen in diesem Bereich. Gleichzeitig wird ihre öffentlichkeitswirkung dazu beitragen, den thematischen Ansatz des neuen Programms zu unterstützen und zu stärken. Jan Figel, EU-Kommissar für allgemeine und berufliche Bildung, Kultur und Jugend, sagte: "Ich freue mich über so viel Engagement und die intensive Einbeziehung und Mobilisierung von Bürgern in ganz Europa im Rahmen vielfältiger Themen - von der Förderung des Umweltbewusstseins bis hin zum interkulturellen Dialog. Daran zeigt sich die Notwendigkeit, diese Plattform für die Anerkennung und Unterstützung von Projekten zur Förderung der Bürgerbeteiligung weiterzuführen und kontinuierliche Anstrengungen unsererseits zu unternehmen, um ein noch breiteres Publikum anzusprechen." Der Jury für die Auswahl der "Goldenen Sterne" unter Vorsitz von Herrn Hannu Takkula, Mitglied des Europäischen Parlaments und stellvertretender Vorsitzender des EP-Ausschusses für Kultur und Bildung, gehörten Vertreter der europäischen Beratungsgremien, namentlich Frau Brenda King vom Europäischen Wirtschafts- und Sozialausschuss und Herr Antonio Paiva vom Ausschuss der Regionen, sowie drei weitere Experten aus dem städtepartnerschaftlichen Bereich und von zivilgesellschaftlichen Organisationen an. "Unsere Jury hatte die überaus interessante Aufgabe, eine Reihe hochwertiger Projekte zu prüfen, die sich über die Grenzen hinaus an die unterschiedlichsten Zielgruppen richteten, und darunter diejenigen auszuwählen, die als Vorbild dienen könnten, um Europa für die Bürgerinnen und Bürgern greifbarer zu machen", sagte Herr Takkula. Er fügte hinzu: "Ich persönlich war sehr beeindruckt von den durchgeführten Projekten, insbesondere von dem Engagement für gemeinsame Zielsetzungen, dem Eifer der Teilnehmer und den endgültigen Ergebnissen, und ich denke, dass solche Anstrengungen andere zur Nachahmung ermutigen dürften und zur Entstehung einer Wertegemeinschaft aller Beteiligten beitragen." Die Jury hat beschlossen, neben den zehn ausgewählten Projekten zwei weitere Projekte - in Anerkennung ihrer Anstrengungen - besonders auszuzeichnen. Die Verleihung der "Goldenen Sterne" findet am 8. November 2007 in Brüssel im Rahmen des jährlichen Forums "Europe for Citizens" statt, das von der Europäischen Kommission, Generaldirektion Bildung und Kultur, ausgerichtet wird. Dieses Jahr stehen im Rahmen des Programms "Europa für Bürgerinnen und Bürger" 21,5 Mio. zur Verfügung, mit denen Folgendes unterstützt wird: Städtepartnerschaften, Projekte zum Thema "Aktive europäische Erinnerung", zivilgesellschaftliche Projekte und europäische Organisationen, die sich für die aktive Bürgerbeteiligung einsetzen. 6. News from the "back office" In this issue of EuNet News we have introduced this new section which will be a regular feature. Why the title "back office", this is where we can discuss the topics that we all have to, at some time, give some consideration to in our day-to-day business. They are the topics that keep us operating and contribute to our growth and development. They can cover communication, computing, business development, presentation and so on. We the editors hope that you will find some of the topics we cover useful and that you will join in and contribute to the presentations and the thoughts and ideas expressed. For this issue we continue to look at the benefits of using "voice over the internet" (voti). When EuNet was founded a basic premise was made that it would operate on the assumption that members would have internet connections and that in the main this would mean a broadband connection. If you do not yet have a broadband connection, we strongly urge you to make this a main priority. Dial-up connections do not have the capacity to handle the downloading that most of the internet sites require and that includes voti. There are a number of providers of such a service and we believe SKYPE is as good as any. In short you can do with SKYPE anything you can do with a normal telephone service. Talk, record messages, fax etc. It has one big advantage you can block calls from those you do not wish to hear from. Working from the internet it of course means international calls are free as the charges are included in the fee for the broadband connection. So, to make this facility available boot up your computer and go to www.skype.com and download free SKYPE. Be careful not to click the icon that gives you connections to normal landline telephone numbers, these are chargeable. Yes, free SKYPE only allows computer to computer connection. Whilst the SKYPE programme is free you will have to provide a headset with microphone. This plugs into your sound card in the computer. The cost of a headset need not be expensive - we suggest that you spend not more than € 25. Some headset manufactures mark their sets suitable for use with SKYPE. Having downloaded the skype programme we suggest that you spend a few minutes getting to know how it operates and the various controls it offers. Too many to go into detail here. Next find a member who is already equipped and then try it out. A directory of addresses will be provided as an e-mail and on the website after the Salzburg conference. For all of you who are already SKYPE connected please let us have your details so they maybe circulated to all members. We assure you there are many savings to be made with SKYPE. Whilst e-mails are a wonderful invention, we think you will agree nothing beats a face to face chat over the phone. Yes face to face, if you like because with SKYPE you can use your webcam to see each other. Just for the record EuNet made its first conference call three weeks ago. Three of us spoke with each other for twenty minutes at no cost. On one of our other networks we use conference calls for board meetings regularly. It works. 7. IERA - "a wellspring of unification and inspiration for the European people"
Between Erfurt and Weimar - in the new (Eastern) states of Germany, at the heart of Europe - the IERA project (http://www.iera-citizens.eu/) has been developed with the intention to build a symbolic and artistic place where European citizens can express their desire for unity and for shaping a common future. Whilst the official buildings of the Union are functional and efficient, IERA was designed by an international artist group as quiet, environmentally friendly and non-intrusive: it uses natural materials such as adobe, is intended to be visited by foot, across a broad and peaceful landscape. Its design embodies the concept of unification: 4 distant heliotropic mirrors each reflect a different colour, the reflected light beams converge on the centre of the main construction and combine to generate white solar light. The city of Erfurt, 5km from the IERA site, is the capital of the state ("Land") of Thuringia. It is a beautifully preserved medieval town, that hosted Martin Luther's studies and the "Princes' conference" of 1808 between Napoleon Bonaparte, Czar Alexander I and 18 other kings and princes of Europe. Weimar, 15km from the IERA site, was a cultural capital of Europe, hosting prominent characters such as Goethe, Schiller, Liszt and the birth of the Bauhaus design school in the 1920s. The former Nazi, then Soviet, concentration camp of Buchenwald stands on a nearby hill, 10km from IERA, and symbolises the sufferings to which IERA attempts to give a partial answer.
The "European Citizens' Welcome Space" will host exhibitions and meetings on common European history and on Europe-wide contemporary issues. It will also display personal testimonials of visitors on the interaction between their family history and that of the continent as a whole, thus contributing to the better mutual understanding of each person's historical experience. Such a place, once built and operational, could perhaps enter the EuNet network, as a contribution to the symbolic construction of an European spirit. The project has now reached a point where it is well-defined, both conceptually and technically: the definition file contains more than 100 pages, including detailed architectural plans and budget. An on-line support campaign is under way at http://www.iera-citizens.eu/ - the purpose being to gather sufficient support to convince public authorities and private sponsors of IERA's interest and relevance at a time of doubt and of resentment towards the "technocratic" nature of the contemporary European construct. Your support is welcome!
Laurent ZIBELL, ---------- IERA, eine Quelle der Einigung und der Inspiration der Europäischen StaatsbürgerInnen Zwischen Erfurt und Weimar, in einem neuen deutschen Bundesland, im Herzen Europas, entwarf ein Verein das Projekt IERA (http://www.iera-citizens.eu/). Seine Absicht ist, einen symbolischen und künstlerischen Ort zu bilden, wo Europäische StaatsbürgerInnen ihr streben nach Einheit und nach dem gemeinsamen Bau der Zukunft ausdrücken können. In Kontrast zu den offiziellen, wirksamen und funktionellen Gebäuden der Union wurde IERA von einer internationalen Künstlergruppe als ruhig, freundlich und uneingreifend entworfen: es benutzt natürlichen Material wie Lehm, soll zu Fuß durch eine breite und schöne Landschaft besichtigt werden. Seine Gestaltung verkörpert den Begriff der Einigung: 4 ferne heliotropische Spiegel reflektieren jeder eine Farbe, die reflektierten Strahlen versammeln sich im Zentrum des Hauptbauwerks und bilden zusammen die weiße Licht der Sonne wieder. Die Stadt Erfurt, 5km von der Lage IERAs entfernt, ist die Landeshauptsatdt Thüringens. Sie ist eine wunderschöne mittelalterische Stadt, die die Studien Martin Luthers und den "Prinzenkongreß" von 1808 zwischen Napoleon Bonaparte, Zar Alexander 1. und 18 andere Könige und Fürsten Europas herbergt hat. Weimar, 15km von IERA, war eine Kulturhauptstadt Europas, mit prominenten Persönlichkeiten wie Goethe, Schiller, Liszt und der Geburt des Bauhauses in den 1920er Jahren. Der ehemalige Nazi, dann sowjetische Konzentrationslager Buchenwald steht am Gipfel eines nahen Hügels, 10km von IERA entfernt, und symbolisiert die Wunden, zu denen IERA teilweise zu beantworten versucht. Er wird auch persönliche Zeugnisse der Besucher zeigen, über den Zusammenhang zwischen ihre Familie-Geschichte und die des ganzen Kontinents, um den gegenseitigen Verständnis der historischen Erfahrung jeder Person zu verbessern. Solch ein Ort, wenn es gebaut und operationsfähig ist, sollte die Absicht haben, zum Mitglied des EuNet Netzwerks zu werden, als Beitrag zum Aufbau eines Europäischen Geistes. Das Projekt hat einen Punkt erreicht, wo es gut bestimmt ist, gleichzeitig als Konzept und in der technischen Gestaltung: das Beschreibungsdokument enthält mehr als 100 Seiten, mit detaillierten architektonischen Plänen und Haushalt. Eine On-Line Unterstützungskampagne ist aktiv, auf der Website http://www.iera-citizens.eu : die Absicht ist, genug Europa-weite Unterstützung zu sammeln, um öffentliche Behörde und private Sponsoren vom Sinne IERAs zu überzeugen, hauptsächlich in einer Zeit der Verzweiflung über die "technokratische" Natur des zeitgenössischen Europäischen Aufbaus.
